i think vanregus might be trying to say that when you post your artwork in a "resources and stock images" section, you are stating that it can be downloaded and used by other artists for their own work.

if you don't mean to give others permission to use your work, then you'd definitely want to avoid posting stuff in the resources and stock images section :)
